Public Procurement (Electronic Invoices) Regulations 2019 come into force

On 20th March 2019, Government implemented the EU Directive on electronic invoicing in public procurement through The Public Procurement (Electronic Invoices etc.) Regulations 2019. All UK “contracting authorities”, including local authorities, are now required to be able to receive and process supplier invoices that comply with the technical e-invoicing standard developed under the Directive. Local authorities have until 18 April 2020 to ensure that they comply although they can do so earlier if they choose.

A Procurement Policy Note has been published (PPN 03/19) providing advice for contracting authorities, including a model contract clause.  The PPN can be viewed here:

In addition to the above, a Procurement Policy Note was published on 7th May 2019 providing updated advice for contracting authorities on how the UK’s public procurement regulations will be affected in the event of either an agreed deal with the EU or a no deal exit from the EU.
