Long-serving local authority officer short-listed for international award

Watford Borough Council’s former Head of Corporate Strategy and Client Services, Lesley Palumbo, received an additional retirement gift recently with the news that she has been short-listed for the International Association of Commercial and Contract Management (IACCM) “Excellence in Contract Management Award 2017”.

Lesley’s nomination, submitted on her behalf by the East of England LGA and Blue Marble Group, stressed her recognition of the value of professional Contract and Relationship Management in a local government context, as well as her role in leading the council’s “Contract Management Forum” (CMF), an initiative delivered working collaboratively with neighbouring Three Rivers District Council. Acting as an ambassador for change, Lesley encouraged the development of a new attitude at both the strategic and operational levels of the organisation, creating a culture which has transformed the perception of contract management from being a mechanical process into a worthwhile, value-adding activity.

Since the CMF was established in 2014, the East of England LGA has provided hands-on support delivering training and workshops for them, covering everything from Market Engagement to Social Value, as well as acting as an objective “critical friend”. Most recently, we assisted them with an assessment of the CMF’s effectiveness, using our Commercial Contract Challenge process. This has helped them to determine the future priorities and focus of the Forum, following Lesley’s departure from Watford at the end of March 2017.

Making such a difference at the Council and receiving the award short-listing are all the more remarkable in that Lesley is not, either by training or background, from a traditional commercial or procurement profession. Tim Cummins, CEO of IACCM, described Lesley’s short-listing as “a significant achievement” and it means that she will be mixing it with the big hitters of the commercial world at the IACCM’s European Conference in Dublin on 9th May where she will receive her award.
