Simon Bailey

Talent Bank Associates

Description Simon is a fully qualified Revenues and Benefits professional. He has worked in both the private sector and has been a freelance consultant for over 24 years. He has been an interim Revenues and Benefits Head of Service for small districts to large metropolitan councils working for both outsourced and in house providers. Simon only works within Revenues and Benefits and specialises on the use of current and emerging technologies within these services. He has presented papers at a national level on good practice in the digital landscape for Revenues and Benefits. He has also regularly contributed as an author to IRRV Insight and Benefit magazines on technology topics. In one authority Simon developed the IT systems (Academy and ICLIPSE) to remove manual processes and replaced them with technology-enabled solutions. As a result, the authority made better use of their systems, and the service improved because staff time was used more productively. Simon has also work alongside system solution providers such as Anite, Comino, and IBS (Civica). Simon has key experience of shared services having prepared a business case for three Dorset authorities and was then retained to project manage it to a successful implementation. He has also undertaken a review of a newly formed shared service and project managed a shared service system from Capita to Civica. Simon has also recently project managed a significant move from four systems into one for a Unitary authority. This included core and document management products from NEC, Civica and Capita.
