East of England LGA AGM
The next meeting of the Assembly of the East of England LGA has been confirmed. It will be held on 8th July 2011, 10:30 - 13:00 at Essex County Council offices in Chelmsford. The meeting will focus on the development of 'Community Budgets' with the opportunity to look at the journey so far.

Culture and Leisure Portfolio-Holder Network Launch
The Culture and Leisure Portfolio-Holder Network enables councils,
through their political leadership, the opportunity to collaborate on a
number of important areas of policy.
The first meeting will be held on 6th June 2011, 10:00 - 12:30 at the Suffolk County Council offices at Endeavour House, Ipswich and will focus on:
- The government's reform agenda - new policy and legislation affecting culture and leisure services
- New models of service delivery - Asset management: Case studies from the East
- 2012 Olympics: What does it mean for the East?
The meeting is exclusively for Councillors with responsibility for culture and leisure and there is no charge for attendance. Please register your attendance here.
This network is part of a series of portfolio-holder networks
instigated by the East of England LGA in partnership with local

Government announces £60m for the provision of new authorised sites for Travellers
DCLG have announced that the Government is providing £60 million of funding that councils and other registered providers can use to provide new authorised sites for travellers and has also issued a consultation paper Planning for Traveller Sites.

East of England Local Authorities to the fore at the EU's Sustainable Energy Week (EUSEW) 2011
Essex County Council (ECC), Peterborough City Council (PCC) and Tendring District Council were all active participants in EUSEW 2011.
They left Brussels having demonstrated the value of their projects to
key EU decision makers, representatives from industry and regulatory
bodies.

Winds of change in the North Sea: Developing wind power in Essex
Along with its partners, Tendring District Council recently put in a £5million bid for Regional Growth Fund cash to create a regional windport skills and business centre in Harwich to support existing wind-farm companies. If the bid is successful it will see about £3m heading to the town for the project. The council's partners include Tendring Regeneration Ltd, The Haven Gateway Partnership and Essex County Council.

Language Support Framework for NHS frontline staff
In line with this key aspiration of the NHS, the Strategic Migration Partnership continues its work to support 'cultural competence' within healthcare settings.
Following the launch of the Commissioning Framework for language support, staff from the Partnership have been meeting with multi-agency Asylum Seeker and Refugee Groups across the region to discuss language support challenges and opportunities.

'Career Changer - from Public to Private Sector Employment' conference a success!
The East of England LGA together with BT recently held a 'Career Changer Conference - from Public to Private Sector Employment' at Adastral Park, Martlesham Heath.
The event was aimed at those leaving the public sector and finding work in the private sector or starting their own enterprise, HR advisers to employees who wish to make the move to the private sector, elected Members or Officers with an interest in how the private sector might offer work to public sector workers and private sector employers looking to recruit public sector workers.

Portfolio-Holder Networks
The Portfolio-Holder Networks enable councils, through their political leadership, the opportunity to collaborate on a number of important areas of policy. Further details on the range, purpose and operation of these network can be found here.
These
meetings are exclusively for councillors with a responsibility for the
particular area of focus and there is no charge for attendance.

Asset Management Master Class
Date: 7th June 2011, 10:30 - 15:30
Venue: Murray Edwards College, Kaetsu Centre, Storey's Way, Cambridge, CB3 0DR
Assets have an important part to
play in delivering council strategy, and a prototype Asset Management
Project has been delivered in Essex, which will deliver business cases
for change, rationalisation or new opportunities to share assets and
people.
This Improvement East event will build on this learning and
from other property and asset management projects in the East of England
and West Midlands. It will also focus on the skills required to
successfully manage assets and identify opportunities for efficiencies.
Through case studies, workshops and discussions delegates will be shown
the tools and techniques used in the various projects that can be
applied to a variety of asset types.
NB. This event has been rescheduled from the 19th April 2011.

MSTAR Regional Launch and Mobilisation

Would you like to source temporary workers in an improved and cost effective way?
If the answer is yes then the Managed Services for Temporary Agency Resources (MSTAR) framework could be the solution.
The MSTAR framework has been commissioned by the Local Government
Professional Services Group (LGPSG) to establish a national framework
for managed services of temporary agency workers.
This event will cover the following topics:
- who the successful suppliers are
- ways of accessing MSTAR
- the benefits and potential savings
- the services included
- opportunities to be part of framework level contract management.

Child Trafficking - Advanced Course on Safeguarding Children delivered by ECPAT UK
Date: 24th May, 9:30 - 16:15
Venue: East of England LGA Offices, Flempton House, Flempton, Bury St Edmunds, Suffolk, IP28 6EG
This advanced course aims to build on practitioners' knowledge of child trafficking and assumes a basic understanding of the key issues. The focus will be on supporting and safeguarding suspected victims of child trafficking and some of the complexities this area of practice can create. The course will include new changes in practice since the ratification of the Council of Europe Convention on Action against the Trafficking in Human Beings including the National Referral Mechanism and new Trafficking Toolkit. The need for a multi-agency approach will underpin the course content.
