East of England Annual Finance Summit: Financial Resilience in a time of Challenge and Change

Local authorities in the East of England have been grappling with large cuts to their budgets for a number of years. Grant funding received by Central Government has fallen by 38% since 2010, signalling a fundamental shift towards more local generation of revenue to support ongoing service delivery. With this trend set to continue over the life of this Parliament, many more challenges and opportunities will be presented in the coming years.

Impacts such as the proposed new system for Business Rates Retention and the current “Fair Funding Review” are raising fundamental questions about the role of local authorities in their communities, as well as their ongoing financial sustainability. There are a range of other demographic and political factors creating financial pressure in the sector, such as the rising demand for social care services, the ongoing increase in homelessness and the introduction of Universal Credit. In the face of these challenges, both officers and elected members across the East of England remain incredibly determined to provide the best possible range and quality of public services for their local residents. Innovative approaches like managing demand, income generation, digital solutions and partnership working with other sectors are all providing opportunities for local authorities to be more efficient and financially resilient during this time of challenge and change.

At this Summit we will explore how councils have so-far faced the challenge of remaining financially robust and will hear from specialists on good practice examples, as well as what more councils can do to survive and thrive in the ever changing world of local government.
